Can someone please explain to me why the answers for both are so different, when they both apply to making a change request. As far as I know, the moment someone asks you for an additional feature, you raise a change request to log it. So stakeholders know its acknowledged. ICCB evaluates whether a change should be incorporated and what its impact will be. In projects where there are 1000s of change requests...you can't expect a PM to be micromanaging change.
