I received this question on my Practice test #3. I wanted to see if anyone else can help me understand it better than the explanation.
Because I have not heard of a "23 design", I thought this was supposed to read "2^3 design", or "2x3" design.
Then, I did the math for 2^3" = 2 x 2 x 2 = 8. (A)
However, the test makers said that 23 means just that...23 tests. Then 1 replicate really means 2 test runs (one initial + 1 replicate maybe). So, 23 + 23 = 46 (C).
