How to plan for a project and how to progress and close it

Suppose there is a new requirement for ITSM tool implementation for 50K. How do I approach. How to make the project plan. How to do resourcing considering the cost. This needs to be startrted as soon as possible and needs to be finished by 1 month.
Planning needs to be done MS Project and needs to be produced to customer for approval.

Please suggest.
